CAMBODIA:There is yet hope for Cambodia’s peace and stability by Dr. Gafar Peang Met

Ahead?

I was encouraged to see political pragmatism emerge as ruling and opposition leaders dealt with the seat fight and the Assembly’s rejection of CNRP nominees. I don’t expect the Premier to abandon his MachivellianAsian Sam Kokmaneuvers against the CNRP. But I trust the Premier’s desire and ability to do what is right to leave a legacy for the younger generation. He is not blind to the overwhelming numbers of people, even in his own party, who want change. I hope members of the CNRP also will continue to be measured in their discourse and focused on their goals.

Neither party should be swayed byinflexible and intransigent notables and supporters who are blinded by “we-they” perspectives and obsessed with denial and blame.Read about them in Charet Khmer (Khmer personality traits), by the late Boun Chan Mol, but don’t let them thwart the progress that is on our doorstep.

For a better Cambodia, Khmer democrats need to recallBuddha’s teaching and guiding principles: Do good, avoid evil, purify the mind. CNRP lawmakers must devote tireless efforts to seek reforms and report back to the people and to international observers. The people will hold those who thwart progress accountable at the polls. No government can last without the support of the governed.

Gaffar Peang-Meth A. 02Events have made clear that neither Prime Minister Hun Sen and his ruling Cambodian People’s Party, despite their control over state institutions and the national wealth, nor Mr. Sam Rainsy and his opposition Cambodian National Rescue Party, despite increasing popular support, has sufficient leverage to finesse the other.

My last article in this space, “A compromise based on the high national interests and the people,” dealt with the July 22 Agreement, signed by leaders of both parties, proclaiming”an end” to a year-long political deadlock. The Premier sought to “legitimize” his government by bringing to the National Assembly the 55 boycotting members elected from the CNRP. Mr. Sam Rainsy concluded that he and his party had more to gain by bringing their opposition to the Assembly floor. The Agreement provides Cambodia and her people with a reprieve from chaos and an opportunity to focus on economic development issues.

But, “It ain’t over till it’s over.” The road to implementing the Agreement is long and obstacles are many, starting with Charet Khmer, including the Khmer cultural propensity of A’thmarAnh, of favoring one’s own well-being to the detriment of collaboration. “National reconciliation and national unity” require a spirit of compromise and the deferral of one’s immediate interests, concepts not embedded in the Khmer ethos. Khmer leaders face this hurdle among many others on the road to progressive change.

I remain mystified that is has taken a year of deadlock, of lives lost and of diminished national economic productivity to conclude on the one hand that the opposition cannot be eliminated and on the other that mass street protests are insufficient to force the Premier’s resignation; that no signatory government of the 1991 Paris Peace Agreement will initiate the proper implementation of the Accords; that until CNRP leaders present themselves as a credible alternative, world community members are likely to deal with “the devil” they know…

Right words, good intents

On August 8, the 55 CNRP lawmakers-elect took their seats in the National Assembly despite endless pronouncements that they “would never” do so without the guarantee of a new election. As such, CNRP leaders have accepted to become a part of a (CPP) government they had branded as illegitimate. CNRP lawmakers – who collectivelyreceived votes from at least half of the electorate – now have a moral responsibility to right what they see as contributing to that illegitimacy. They have to work with the 68 CPP lawmakers to reform theNational Election Committee,amend the National Assembly’s internal regulations, and the Constitution.

In welcoming the 55 CNRP lawmakers, Premier Hun Sen urged “all MPs to increase the culture of dialogues in order to work together to serve the nation.” CNRP leader Sam Rainsy replied, “This is the opening of a new historic chapter in Cambodia. We will work together to defend territorial integrity and to build prosperity for the nation,” and declared, “We should not work against each other as enemies but as partners who have come together in good faith to find long lasting solutions for a just, fair and sustainable development. Let us leave behind the dark pages of the past.”

To start with, analysts say it is more than likely that the canny Hun Sen, who has survived repeated cycles of Cambodian history since becoming prime minister in 1985, will attempt to manipulate the agreement for his own gain. As the royalist Funcinpec party discovered after entering a coalition with the CPP in 1993, a share of government posts and ministerial portfolios is no guarantee of real power. Despite winning that election, Funcinpec officials quickly found themselves cut out of decision-making – “shuffling meaningless documents, attending vacuous meetings, reading newspapers”, as the historian Steve Heder wrote.

Under coalitions brokered after elections in 1998 and 2003, Hun Sen slowly picked off Funcinpec’s leadership with threats and inducements, and the party eventually collapsed in ignominy at the 2013 election, failing to win a single seat. “Hun Sen sliced [Funcinpec] up like you sliced a salami, and then [he ate] them one by one,” said Benny Widyono, a former UN envoy to Cambodia.

Observers said the CNRP now runs the risk of its strong electoral showing being paid out, Funcinpec-style, in a debased coinage of powerless posts in powerless institutions. “I have no reason to believe that the way in which the CPP and CNRP interact has changed fundamentally,” said Sophal Ear, the author of Aid Dependence in Cambodia: How Foreign Assistance Undermines Democracy. Ear said that “by hook or by crook”, Hun Sen would try to turn the arrangement to his advantage, exploiting ambiguities in the deal, buying off the opposition, and wielding the salami knife with as much relish as ever. Swearing words in Khmer ancient inscription since Funan period

Reading swearing words of ancient Khmer people through this article, I am astonished by its level of politically correctness. Descriptively, from earlier Funan period of first century to A.D.624 (called Funan or Phnom Kingdom), to Chenda kingdom and Angkor Kingdom respectively, the rhetoric of swearing inscribed at the end of the whole inscription writing maintained the same level “cursing to go to hell if one stole the worshiping statue or destroying such statue and this curse will remain the same whenever the sun and moon are still orbiting around this universe”. The way of cursing that ancient Khmers articulated is simple and non-provocative or humiliating or bullying textual. As ancient Khmers were dignified by their honesty, gratitude and respect of others, we don’t see much arrogant and pejorative mouthing from this study.

Geopolitics right for future Cambodia in between China and Vietnam

Reading two articles and listening four hours Khmer Rouge history documentary these two days, I am keen to expose some inner preconception about best choice for Cambodian leadership in handling with foreign policy especially between China and Vietnam at the present.

First article is the exclusive interview of the Khmer Time Magazine with German historian Bernd Schaefer who is expert on communist intelligence networks through his work on piling of reported documents archived on the file named Stasi Dossier while East Germany was close ally with Vietnam and Soviet during the cold war. Schaefer ever described many current Cambodian government leaders are former Vietnamese revolutionists and the report described characteristic of Heng Samrin and Chea Sim as true peasant-like leaders. The split of Sino-Soviet led to waging war at the border in 1969 triggered irk for Vietnam who has closely incorporated with China to topple the America. Thus, the geopolitics right in that time was Vietnam who suddenly decisively opened attack against Khmer Rouge and drove them away from Cambodia by installing their own government. Vietnam’s decision was noted that while Chinese leadership was having internal uncertainty regarding cultural revolution as well as visible weakness displayed by the Khmer Rouge’s internal dividing leadership, the attack happened spontaneously. However, the aggression happened during the early month of January was not paid attention by the western world as they were busy in celebrating new year eve and Christmas. To maintain its face, China opened attack Vietnam on the borderline 30 days later on February 17, 1979.

According to Schaefer, the history seems repeat itself as China and Vietnam is clumsy at each other at the present because of Spratley Island scheme. Between China and Vietnam, Cambodia must ensure that it chooses the geopolitics right.

Third, spending more than four hours while doing some chores and listening the youtube documentary broadcasted by RFA, it is understandable the remarkable demise of the Khmer kingdom under ultra nationalism, paranoid and xenophobic leadership of Pol Pot and his team. Comparing to Vietnam who experienced narrow space to move around after they defeated the America, but China shied away from them while Russia fought with both China and America, the prospect to maintain peace and unity of Northern and Southern Vietnam was so dim. So the decision to invade Cambodia is a one stone two birds action: good time to get more aids from Russia and waging a war than can unify the dividing fractions of Vietnam. More than this, King Ang Duong had no choice at all in using his own leverage to face with both Thailand and Vietnam. He was raised and educated in Bangkok since childhood. His returning back home was seen so fragile and disorganized. But opportunity arose as he worked hard to strengthen the country unity and secretly contact France if this colonist interested to be his nation guardian.

But Khmer Rouge under Pol Pot leadership and his team had everything in hand during their power. Pol Pot can easily court China and US to fight against Vietnam or achieve their ambition to reclaim Khmer Krom territory back. But this group is too bossy, disorganized, ultra nationalistic, ignorant, unproductive, xenophobic, and paranoid. Their management begun with displacing people from their own shelter in order to prey enemy or those suspected. The weakest point that Pol Pot lost their geopolitics right opportunity is the destroying of his own manpower. Leadership that take their own citizens as hostage and enemy is the worst management in the history of human kind.

So right now, after the agreement on 22 July 2014 between CNRP and CPP, the twilight for Cambodia strength on political management is the jewel to choose geopolitics right. While opposition has promised to perform as “Loyal Opposition”, the government must pursue political pragmatism and integrity to conduct in-dept reform. “National solidarity” and “Cambodian people first service” will enable “extra strength” to paddle this Cambodia ship in a right direction in between China and Vietnam.
